Question about Buick Century
Congratulations on owning one of Americas best cars. For sure your blinker flasher is most likely dead. This can cause some problems so replace that first. Second check a fusible link coming from the positive side of the battery cable. This is usually an easy and inexpensive fix no matter what it is.
ALSO - while I have you here please take down your vin number - call the local dealer and ask about recalls - this alone can save you thousands over the years.

You say the turn signal lights come on but do not flash. The fix is to replace the flasher relay as it is defective. If the tape player is working and it is part of the radio then the fuse is good and I would suspect the radio is bad. If you hear static then the antenna may have come loose. If you hear nothing that is a sign the radio is bad. Did you remove all the lights that are not working and check the bulbs with an ohm meter to see if they are good? Use a multimeter to see if you have 12 volts at the sockets. If not remove the fuse and check it with an ohm meter.
