Question about 1997 Isuzu Trooper
You need the ignition key to unlock it, if it doesn't work with the key you may need a new key.

I recently just had this problem as well. MY wheels were turned and parked up against the curb thus locking my wheels. It was a real simple matter of pushing the trooper back from the curb so the wheels could turn and unlock th steering wheel. I don't know if this is how yours is parked but it's cheaper then getting a new key.
