On top of the transfer case is a vacuum switch with 3 vacuum lines connected to it. This switch controls when vacuum is applied to the vacuum actuator. This switch can fail partly and allow fluid from the transfer case to be sucked up into the vacuum lines and anything connected to them as well. When you replaced the actuator before, did you notice any oily fluid inside of it?

2.2L Engine remove protective shields as needed then remove front exhaust pipe. Remove the brace from the engine to the clutch housing, then disconnect starter wiring. 4.3L Engine 2 wheel drive just remove the right front tire and you will have access to the wiring. 4.3L Engine 4 wheel drive you must remove the differential carrier shield if equipped then remove the starter bolts and rotate the starter to get access to the wiring. that line is just the breather tube for the tcase. the 4x4 vacuum lines are hard plastic lines that run from the tcase to the front axle disconnect

the 4x4 don't use vacuum. the front is auto lock when the transfer is engauged with the button. if the light don't which when pressed into 4hi or 4low. the motor on the transfer case maybe hung up. they have to be used at least 4 times a year not to go bad. the motor is on the back side of the transfer case. best of luck.
