How is it locked up? did you pull the skarkplugs and try it?? remove the valve cover and see if all the stays are in place and you did not drop a valve. if the crackshaft is seized you will need a new engine, if its in the top end replacing a head is not a big deal, but you have to find out why its locked first

Can I bypass the icm on my 99 chevy dually

No you cannot. The engine will not run without the icm. Your best option is to replace it if you are having trouble with it. Rockauto.com has better prices than most of the other auto parts stores.

I have a 87 Toyota tercel and I think the engine seized up is there anyway to fix without having to tear motor out and replace?

That would really depend on what the issue is.
You could remove the cylinder head and the oil pan with the engine in the car, but not the crankshaft.

Stuck in park what causes it and how do you fix it?

possible causes:
-on a hill without parking brake engaged, causing vehicle to jam into park. This can be fixed by pushing the car rearward while having an assistant shift out of park-with engine off. Be careful, and be prepared to hit the brakes soon as park is disengaged.
-shifter assembly locked in park. Look in owner's manual for park release button. Chances are the shifter assy needs replacing.
-linkage disconnected or shifter cable binding or broken.

Fix seized engine

There's really no way of knowing without examining the engine.
I doubt they did anything connected to replacing the starter to cause the engine to lock up, but I'm not there in person.
I would suggest having the car towed to another shop for a second opinion. If the engine is locked up someone will have to take it apart to find out why.

Intake Manifold has leaked coolant into cylinders and locked engine. What would be the cost to repair this - new gaskets etc

This one is a little different and harder to diagnose....as you said it has locked the engine....this is called hydraulic lock and is due to water NOT being compressible......so if the engine is locked what further damage has this caused ?????

I have seen conrods bent and vales damaged due to hydraulic lock......I would suggest having the cylinder head removed at least to inspect.

If somone advises you that all you need to do is to replace intake manifold gasket, and let the engine sit for a few days as the coolant drains out of the cimbustion chamber, they are offering you ill advice, and you should be wary.........

Engine is locked

You might try the NHTSA.com site and look at product problems. There were some problems on certain engines that when a Cam or Crank sensor went out, the electrical components locked the engine.

See if someone can turn the motor with a wrench or toolbar manually. If the motor will spin without electric power then it is possible it is an electric engine control problem. Fix that and you may be ok.

If not, remove the valve covers and see if the valves move when the crank is turned by hand. If the timing chain is broke (there may be 2) you can see that without doing more. Decide on what to spend then.

I have a 2003 mazda 6 which is locked up we got it started a monthe ago now it wont turn over any ideas on how to fix the problem? or how much it is worth without the engine working the body is in good...

Can you turn the engine by hand?
if so,it's not locked up.
also, most nonrunning vehicles are not worth much unless they are collector cars or really popular.
