Question about 1999 Saab 9-5
It sounds like you have a problem with your twice module (theft warning integrated central electronics). It energizes a loop of wire surrounding the key and sends the power to the transponder sends a code around the same loop and sends it to the module which checks to see if it is an accepted key.....obviously you have a problem somewhere in that circuit.
