I had the same issue. I changed the bulb but you have to make sure its in the right way. Mine got put in the wrong way the first time, and my break light would work but not the blinker. Changing it isn't hard at all.

Might be the light itself. If your blinkers flasher fast on one side and normal on the other you have a light out.

Brake lights do not work.

Are the brake lights the ONLY lights that do not work? Does the third (high mount) brake light work when you apply the brake pedal?
The Hummer H3 is basically a Chevy Trailblazer in Hummer clothing.. so the first place to look is the brake light fuse. If it is good, then check for power at the brake light switch mounted near the top of the brake pedal pivot area. Also be sure that the bulbs themselves are OK.

Did you check hazard operation, what is the turn signal on dash blink rate(faster than other side)? Make sure socket is clean of corrosion and terminal pins not burnt.

if it's the rear light, open the back door all the way and look where it hinges. There are two phillps screws in there that you remove and then go out side the door and gently pull streight back on the light assy to remove it
