Unless your a front in alignment pro, take your car to a specialist, spend the $50.00 or so and have the front end aligned properly. If you're thinking of aligning your front end on your own, don't Normally this is not somehting that you can do without proper alignment equipment. If you have to have it, check an alignment shop ot ask the dealer.

My Mitsubishi Lancer need wheel alignment, tell me, under what degree the wheel should be set up

castor angle 1/2 to 11/2 degrees
camber 0 to 1degrees
toe in 1/8 to 1/4
As it has to be done at a wheel alignment shop they will know the best settings. Make sure that they do the alignment on the rear first as it affects the front alignment

Replace outer tie rod 2004 mitsubishi lancer

I presume you mean the tierod end. This is a simply replacable part that often wears out. The usual difficulty is getting the rod end out of the steering arm. If you don't have the fork tool for this, get a big hammer and hit the end of the steering arm: this will eventually loosen the taper joint, and the rod end will come off.

Get a professional grade (not the cheaper service grade) replacemetn part, otherwise you'll be doing the job again in a year or so.

You'll probably need a wheel alignment unless you can get the toe-in adjustment correct.
