I'm assuming that you are talking about the OBD Diagnostic Link Connector; this is located front seating area, driver side, under dash, mounted on driver side of steering column.

Check engine light on? If so go to any major auto part store and ask them to hookup computer for diagnostics codes. This is a free service. Sounds like a sensor gone bad.

For 1989 Cadillac Fleetwood FWD 4.5L TBI 8cyl the OBD Diagnostic Link Connector is located front seating area, driver side, under dash, mounted above brake pedal.

Hello, The easy answer is that there is nothing wrong to set off the checklight, or the bulb is burned out. If you do not have a scanner you can have it checked free at Autozone, Advance, or Oreillys. The scanner should indicate whether there is a code.

There can be a bad Relay in the Powerbox and it would be either the PCM Relay or the adjacent Relay for I believe, the Ignition. Several of the Relays are identical so swapping to test is an option. What I have read about the lack of an active hookup to the onboard computer is that when a portion of the bad Relay does not trigger the final connection; the onboard computer can not report its info.

Some of the earlier Diagnostic systems had 2 connections to make for a hookup. The main was like a 3 or 4 pronged socket and the second was a single wire that was on a spout connector next to the main plug. I do not recall the exact year the systems changed, but a 1994 hookup is different than a 2002. Your 1996 may have the old system.

I hope my Solution is helpful to you and it may be a good idea to try the autoparts places I mentioned for a scan.

Hello, Your problem can be in the Relays for the PCM. The connector for the Diagnostics gets a signal from the onboard computer. The Relays are in the Powerbox under the hood of your car. If you go to Autozone, Oreillys, or Advance , they will have your part and can show you the location.

They will also test your car with a scanner for free. You just need to switch the Relay. I am at a different computer which does not have my resources for the TSB's, which are the technical service bulletins. There were some Ford products which acted like yours is doing and the problem was in the Relay box. Several of the relays are the same part, so you will need to know which one will help. But since you can easily do this in the parking lot of the autoparts store, there are only a few Relays to check.

What most people do not understand about the Relays is there are several terminals on each. Part of the Relay can work making a diagnosis difficult for the part that does not work generating from the same bad Relay. Your car should not run with a dead Relay on the PCM, but on yours the portion controlling running is working. The portion controlling outside hookups is not.

In short, all the problems like the Catalytic converter, EGR, O2 Sensors, are simply not connecting to the Diagnostic reader plug. I hope you find my solution helpful.

Disconnect the negative battery on both batteries for 15 minutes; then re-connect. If the problem persists, look inside the plastic connector and see if one of the pins got pushed in preventing contact.
