I have a 1993 honda civic and it ran out of gas so I put gas in the car and now the car still won't start

Could be just air in the line, will take a bunch of cranking to get it out. Fastest way is to pour a bit of gas into the throttle body and start the car . Do that a few times while pumping the accelerator pedal and it should get rid of it and start normally. Worst case scenario, you burnt out the old fuel pump by running it dry.

I have a gas spill in back of van

All you can do is flush it with cold water and then air it out for a few days. If it got on any carpet shampoo that as well.

I am trying to siphon gas out of a Hyundai Sonata it was involved in an accident and I want to take the gas out before I get rid of it. When I put the plastic tube into the gas tank it will only go so far...

This is a built in safety item, Car makers really don't want people siphon gas out of their cars. I would try a smaller diameter hose. This is about all you can do.

Mazda MPV runs rough at idle as well...

If it's the gas, it would run rough on all cylynders.
try putting fuel system cleaner (redX) or the like and see if it may be a blocked fuel injecter or jet( this may also clean the O2 sensors.
