Turn on the head lights then try to start the car with someone watching them. If the lights dim it will show at least that the circuit is complete and there is a load draw. If nothing happends, check the ground cables and wire and check again.

Are you certain the security has not immobilized the car? If it isn't a security issue, there is probably a problem in the start circuit.
If you check for power on the small starter solenoid wire, with the key held in crank, and no power is on that wire-the start circuit from the ignition switch to the starter solenoid has a problem. If the wire does have power with key in cranking position, probably a bad connection from battery to starter, since you have a new starter.
To be certain the engine is not locked up, put a socket and wrench on the crankshaft pulley center bolt and turn the engine over by hand a revolution or so.

Catr wont start for nothing its not the battery

If it doesn't crank or do nothing, check the starter and ignition fuse. If it does, check for your fuel pump kicking on. When you turn the key, you should hear it buzz for a second or two. Check fuel filter, could be clogged. If fuel checks out, it may be your distributor, which includes the rotor and cap. It may be a cam sensor or crank sensor. With so many posibilities, if you can get a code, this would be your best bet. If not, perhaps go to a junkyard where you can get these parts cheap.

This may sound a bit simple but check the starter solenoid function by running an external wire to the thin wire terminal from the positive post on the battery.

If the starter does nothing then the starter is bad.

What your describing is a typical solenoid / starter problem. Given the car is now 10 year old, it is quite possible that either the solenoid or starter has failed.

Thanks for using FixYa!
