It is located just under the driverside door tucked inside the frame rail.

"Under the vehicle drivers side on the frame rail under the driver side
door. There is frame right underneath it but you can access it easily.
Be sure to release the fuel pressure before changing the filter. The
fuel pressure release valve is located in the engine compartment on top
of the engine. It is on the left side of the air intake manifold. It is
just a small cap over the valve. Be sure not to lose that cap!!
When you change the filter, the filter line on each side of the
fuel filter has a quick disconnect type fitting inside the line
(similar in principle to a quick disconnect on a gas line or air
compressor line). To free the filter from the line you must push in
(toward the filter) with a simple tool you can purchase at most auto
parts stores for just a few dollars.
Additional Information
The tool I was able to rent from NAPA. The guys there were very good
to me. Look for about 45 min. of time to complete replacement.
While first off your going to need to relieve the pressure in
the system, and if you think your going to just pull the fuel pump
relay and then run the engine until it stops to relieve pressure it
aint gonna work. Get a bleeder gauge. Your also gonna need a quick
disconnect tool. Ford models are usually 1/4" 3/8" or 15/16". Put it on
the fuel pump right before the "duck bill" then try to push the line
foward. If that doesn't work just try to push the tool into the duck
bill then try to push the line foward."
