89 regals are notorious for bad brake design. Especially rear disc brakes. The calipers get hung up, and you end up with premature brake pad/rotor wear. The parking brake, when applied, squeezes the caliper against the disc, hence keeping the car still. If the caliper is frozen, when you push the emergency brake, it can't squeeze the caliper anymore than it is.
OR, the parking brake cable needs adjustment. Have a mechanic look over your rear brakes and parts.

When car is in PARK mode, you can start the motor, but can't get it off PARK - this is because brake lights are dead. Replaced the fuse, and all is OK till I kill the engine, after braking. Again the same...
Possibly the brake switch itself. Many cars come equipt with a safety feature that won't allow shifting from park unless foot is on the brake. If you have a bad brake switch, this could prevent you from shifting from park as well as giving the impression that the brake lights are bad. hope this answers your question. All the best.

Wont shift out of park, brake lights dont work
your brake switch is broken, its on the top of brake peddle. It wont shift from park because you need to press brake to shift from park and with the switch not working it doesn't know your pressing the brake. check connection on switch if its fine you need to replace.

Parking brake down to floor but does not hold,otherwise brakes work perfectly.how do you adjust parking brake. mechanic says you have to take brake off.
hes right too! if they dont fit an ajuster then the drums need to have self adjusters in them and they never work very well on an older car or even on a new one,,,,,wip off the drums and wind up the adjusters by hand,,,,also if your the type of person who pull on the parking brake like a ,,,griller on steroids,,,,
you only stretch the cable it dont put the brake on any harder

Console Shift lever stuck in park
