if the motor oil was out I'm afraid the engine was damaged and some bearings of it make now noise and other problems.

My 1998 honda civic died when i was driving it. It cranks but dosn't start it also makes a noice at the beginning could it be the fuel pump?

How many miles are on it? Did you have the timing belt changed at 90,000 miles? Is there spark to the spark plugs? Do you have fuel pressure at the fuel rail? A broken timing belt will make the car sound alot different than normal when cranking.

There is no part that I know of between the regulator and the crank handle. It is all part of the regulator.
