Is it possible you did not get it adjusted correctly ?

This blower fan in the 2002 Toyota Echo is located under the dashboard on the passenger side of the vehicle. It is covered by a plastic panel that snaps into place and shields the motor from accidental damage. When the blower fan fails, air will not come out of the vehicle's vents despite the fan control speed setting. the engine light on means your car has the obd2 code problem you need to check out the code and delete it, i know this tool is helpful for your car, or you can take your car to toyota dealer to read out the code.

I also have a Echo and would suggest:
Air filter, spark plugs. If it is still sluggish I would then replace the upstream 02 sensor. The fuel filter is apparently lifetime so it should be okay.

if the clutch wont engage it probably needs replaced. clutches have lining on them, when the lining wears out the clutch wont engage

go to toyota buy a fan belt, i think u can see a belt adjuster need the belt and engine , you just need to adjust the belt to very good tension
