Use a bottle of yellow HEET dry gas to remove any moisture problem in the fuel.
Most honda's radios had a theft deterent system that requires a 4 digit code to be entered after power to the system is lost. If you do not have a code setup, look in your owners manual, some had a factory set code to unlock and allow you to set your own code. If not, you may need to see a dealer as they would be the only ones I know that would have the capability to unlock it.
go to www.youtube.com and search for "honda" "radio" or "honda" "dashboard" There are thousands of vehicle repair and service videos on there and all you need is a honda in the mid 90s as they are all about the same.
alternatively you could go to eBay and get a repair manual on CD for about 5 bucks.

ALSO, WRITE THE CODE DOWN so if you need to change the battery again, you'll have it. AND for future reference, they make a simple device that you plug into your cigarette lighter socket that has a 9 volt battery attached so when you change the battery, your radio / computer will retain the codes.
If the lever itself is broken remove it it will have a cable attached to it. unhook the lever from the cable and pull the inner cord of the cable with plyer's or simular. If the lever is'nt broken it may be stressed so follow the same process. As to removing check arround the lever for screws if no screws the lever pivets on a pin gently tap out the pin with a small punch and hammer if you havent got a suitable punch then file or cut the point of a small nail.
Remove door panel. remove window from regulator. remove window from door panel. remove wire connector from motor/regulator assembly. Remove 10 mm bolts from regulator. slip out of inside of panel.
