The switch , relay, or motor are shorted out .
First locate relay and remove it to turn the blower off.
If you want to do the diagnosis yourself ...remove the switch first and see if the motor stops. if it does you've found the culprit. If not move onto relay if the relay removal kills the motor thats good news. if it doesn't then this thing gets B+ right from the battery at HIGH SPEED. Your gonna need Shop Manual
to show you where this thing connects to the battery.
So either the switch, relay, motor , or resistors ( in your case where battery connects to the motor are your problems.
Unlessyour really good with electrical items pull the relay and bring it to a repair shop.

Blower motor doesn't work. Wire lead to motor only gets 1.5v, 12v when vehicle is off.
