just had this problem recently mate.its the clock spring which sits behind the steering wheel.what happens as the car ages the coiled wires break andyou lose you horn ,cruise switches and air bag light stays on.its not all bad as its covered by a recall and didnt cost me a cent ,contact crysler dealer give them vin number and they will tell you if its covered,mine is 2000 model. hope this helps.
Either in the center of the tension pulley or arm the tension pulley is bolted to there is a square hole that a 1/2" drive socket wrench will fit in. Find the hole, put the socket wrench or breaker bar in the holy and rotate it clockwise and that should release the tension.
Could be either , you may have a fuse blown(check first) ,but as it was only partialy opening before suggests that it will probably be a motor issue .If you have 12v at the door motor when pushing the switch then you need to replace/repair the motor.Come back to me if you require further assistance.

belt is cheap. power steering pump is cheap (find a good used one a salvage yard) power steering rack is a bit more expensive and more involved to replace. you really need to know what is bad. make sure the fluid is full first. any noises?
check power steering fluid if real real low you have a leak at hoses or pump seals.if all is good check for low tires and lack of lubrication to at ball joints and tie rod ends. if all is good you have power steering pump failure.
hey guys with problems with the air bag lights on and horn not working in Chrysler Voyager...
this is the problem with the steering wheel clockwork spring. The connector that brings the wires from the steering wheel instruments (hord, airbag, cruise control) and takes it through the steering column to the car body but allows steering wheel to rotate without breaking the wires. The dealer should have adivised you that there is a life long warrantly from manufacturer of this part. There was a recall notice issued by Chrysler in 2003/4 to bring in car for replacement of part if the Airbag light came on. I got mine done last year under the recall.
