The front bumper has a piece that gets caught on every speed bump and every curb even when coming into a moderately steep inclined drive it scrapes, how can I fix this.

I put a nylon skid block on one off a skateboard, your other options are , Higher profile tyres, taller springs, a proper skid plate or taking all kerbs and speed bumps at a sharper angle not square on.
Have a look on youtube at my vid " MGF getting stuck" and you will see an extreme example of your problem. This guy on second attempt actually made it under his own power by taking a sharper angle.

are front tires crushed to the curb??? we can not see that
key is not able to turn to ON, sure.
so to do that , we have to man handle the wheel.
(for sure at any curb)
hard left and hard right even 20 lbs of force. and at the same time gently wiggle the key to ON.
it will go if front tires, not down steep hill, pointing to a curb.

Pontiac Grand Am 2004 makes noise like scraping when I make a right turn. What could be the problem?

Not sure about this one, as you haven't said where the scraping comes from, left or right, front or back. But it seems that it could be one of the tires may be touching a fender or it could be a wire caught in between the wheels and the brake housing, or perhaps it may be a piece of scrap metal caught somewhere. You have no idea how many things can get caught under the car. However, if it is internal scraping, have a friend or family member to listen while you do these turns in an empty car park. You'll find the culprit in no time.

Purpose of the pole switch

The right hand drive have the bumper poles in front of the left hand head light. when the switch is pressed to the on position, the pole extends like an antenna and it has a green light on top of it. It helps to light up the area so you wont hit the curb and scrape the rims." __________________

I wouldnt worry about it just sounds like the piece under the bumper that lets you kno wen u have pulled up too far on something e.x. curb, parking block

Front Bumper

Chances are the shop that initially replaced your bumper didn't do it right and the shoddy install left it sitting lower than it should have. Because of this, you were able to snag the bumper on the parking block. The reason you have to replace it is most likely the mounting bolt holes were torn out or otherwise damaged when the bumper was caught, and there is no longer a mounting surface to use with new mount bolts to put the bumper back on.
