Well it would be helpfull to see what codes are stored in the airbag computer, but its interesting that the horn and cruise arn't working. Maybe before spending the money on having the codes scanned, i would check all the fuses, just incase.
The main cause for this problem is failure to maintain a set speed. Check the cruise control fuse. If the cruise control system fails to maintain the set speed, check the throttle linkage adjustment. check all your fuses first then take a look at the brake switch and there is a criuse cancel switch also, i think there may be a problem with the switch,even if the cancel switch was bad i think the power would still stay on but cruise would just stop and power would stay on. check fuses and switches anyway to be sure then take a look at the power switch.
Look for the obvious. Check for the cable that goes to the throttle to see if it came off or broke. Also look for any leaks in the vacuum system. A small leak will cause it not to work. The unit may be engaging but with one of these problems, it just won't work.
