About troubleshooting your headlights on your vehicle. I would isolate the wire that comes from the headlight switch to the headlamp bulbs for low beam and check to see if there is a short in the wire. You can find this wire by using a test light turn on the key and get a good ground with the test light poke the wire and see if the test light illuminates with the headlight switch on.

Also check the wires, and check the fuse for your low beams. could of blown a fuse on your lows, but your highs will still work.
Every single time I have had a failure of low beam in a headlight without failure of high beam, it has been because the lamp bulb or halogen lamp module has reached the end of its serviceable life, not because of any wiring problems. Low beam burns out first because it is on the most. If low beam is lost simultaneously in both headlights, I would check fuse first, then the headlight switch. If low beam is lost on one side only, it is almost always going to be due to the bulb or lamp module needing to be replaced. In that case, replace them in both headlights because the other one will be going kaput in short order, as well.
There is something to check. Does the low beam relay click when you turnt he low beams on?
if it does not click then
Then find the BCM at the base of the steering column. In there find the grey connector and in there, find the pink/white wire in terminal A4. Use a wire to jump that wire to ground. IF the low beams come on, then it is likely the BCM is bad.
Also check a bad wire between the fuse block and the BCM. before replacing the BCM . Start under the fuse block. This is the fuse block under the hood.
This will
help. Thanks please keep
updated.please do rate the solution positively .thank you for using fixya

I have e-mailed you 2 .pdf files, one is the complete headlamp diagram, and the other is the relay locations. Please advise if you need further assistance.

SOURCE: 1994 Mercedes c280 high beams not working...
At first 1994 C280 high beams began to not connect regularly when stick pushed forward, then not at all. Drove high beams by pulling and holding stick back towards steering wheel until that stopped working, too. Shop said the turn signal switch was at fault-- had seen it many times before with W202; about $160 to replace. Haven't done it yet, but should be an easy fix?
SOURCE: high beam headlight does not work properly
it more then likey a lose wire or bear one. run the line down. i think that the high beams run on diff. fuses. you can try that!
