Is it the third one in a row? If so, then look at the electrical to ensure that thereare no spikes of voltage going down the line that blow the bulbs. If it is the third one in a different location, you have just one more to go and all the lights will be out!

The brake lights (excluding the 3rd brake light) go through the turn signal switch. It's possible there's a bad connection in the switch causing your symptoms. I would rule out the brake switch on the pedal, considering the third brake light works. Locate a wiring diagram for the brake light circuit, follow the wires into the steering column as far as you can and verify it's getting power up until the turn signal switch and verify no power is coming out of it. Once that's determined it's time to replace the switch.

How do I change my high mount brakelamp on my 1995 Ford Explorer?

Pop the hatch and you can pull the trim piece off the back of the light assembly

Then remove the bolts to release the ballast assembly.

Then you can remove the nuts that secure the light assembly.

For the explorer, there were two parts for the brake light assembly. A fluorescent light element, and a ballast and no actual bulbs to replace.

I believe the ballast is the cheaper of the two parts and sells for around $90 from the dealership

t's called the shift interlock feature. It's triggered by the brake switch so make sure the brake lights are coming on when this happens.
If the brake lights are working, then you'll have to get to the
solenoid in the console. Disassemble as much as you have to to access
the solenoid near the shifting mechanism. Us a 12v testlight to test
for power arriving at the solenoid when the brake is applied. If
power is arriving and the solenoid is not triggering, the solenoid is
bad.
