I have a 96' 5.7l vortec. i'm getting 42psi. to the injectors, but the injectors fail to firer. i've checked fuel pressure and all fuses and relays and found nothing wrong there.

First check your fuses relating to start vehicle. Check your fuel pump relay. If defective then replace. If its good then check to see your you are getting fuel pressure to your injectors with a pressure gauge. If no pressure or very little inspect your fuel filter. If filter is good your regulator could be bad
Be sure to check the injectors for a short. I found #1 injector bad when I disconnected the harness from it and the engine fired up. An ohms check verified the short, should be about 12 ohms, mine was 2 ohms. I also saw a response that indicated that the ECM controlled the injectors on the positive side of the harness. This is in error. The ECM controls the injector by grounding the negative side with a quad driver.
It is not bad injectors, it is lack of injector electrical pulse, never would all the injectors fail at once. See if you have 12 volts (use a 12 volt probing test light, avail at any auto parts store for less than $5) to one wire of the two wire connector of each injector with the ignition key in run position. If the test shows no hot wire at the injector connectors then check fuses marked ECM1 and ECM2 in the under-hood fuse block. If they are popped then you have a shorted harness or component.
Check fuel pressure. Have you replaced the fuel filter on schedule? Verify that the fuel pump is getting power. Power goes through an in-line fuse, then the fuel pump relay or the oil pressure sensor. (The relay bypasses the oil pressure sensor while the engine starts, but fuel pump power goes through the sensor during normal run operation. If you lose oil pressure, the fuel pump is shut off to protect the engine.) On four-cylinder models, the fuse is in the fuse block (E PUMP 10) The fuel injectors are connected to the ECM fuse on one side and straight to the engine computer on the other side. Check the connectors and wiring, especially at the injector.
fuel is the issue, check to see if the injectors are getting pulse if you dont have test equip you can get a bulb socket that takes a 194 bulb then put one wire in either side of injector plug to see if it flashes if it does then check fuel pressure should be around 42psi
Check the fuel pressure at the shredder valve. You should have 60psi to 65psi with the fuel pump primed and engine not running. Once the engine has been started, there should be a 5psi drop. Make sure the fuel filter has been replaced and that the fuel pump is making at least 60psi. Anything less or more then 65psi will not activate the fuel injectors, the other thing to is that the spider injection system on the vortec are know to go bad and you may have to replace the system. There needs to be 60 PSI of fuel pressure in the system to have the fuel injectors to work.
There is also a fuel pump relay on the fire wall just left to the brake booster, There is two relays there, i just can not remember which relay is which but try switching the relays with one another.
Also check the fuses to the fuel pump and ECM, and the fuel pressure from the shredder valve.
Good luck and keep me posted, not a bad Idea to also replace the fuel filter, and that is located at the inside frame rail under the drivers side.
First, never use starting fluid on a gasoline engine. Check for dirty air filter, then check for Mass air flow sensor (Fault code) . This sensor controls fuel mapping, bad signal here will cause over fueling (black smoke) also called loading up (rich). Stopped up Air filter will affect Mass air flow. Perform OBD II test to prevent buying unneeded parts. Also delete stored codes.
