Have 2001 durango no brake lights no turn signals but have tail lights. checked fuses, relays, bulbs, and replaced multi function switch

Find the fuse that relates to the brake lights and turn signals, then with a vault meter check both sides of the fuse for battery voltage and trace back from there.

Is the ECM/PCM the computer for 2001 Dodge Durango? If so, will it make my headlights and taillights work?

Head lights and tail lights usually work on a separate system to your cars computer. Reason being is the amount of amps. Far too much for a computer to handle. I would be checking fuses and relays. If they test as OK, then you will need to install a new headlight switch

Does your Durango have trailer wiring installed, and if so, was it factory installed or installed aftermarket? If installed aftermarket, there's a really good chance your wiring issues are due to incorrect connectors being used to tap in to the factory wiring which has allowed water and other elements to corrode the wiring, causing an intermittent connection.
