Take out the old belt by releasing the tension with the alternator, and then put on the new belt with the marks in place and tension it back as the old one

Ouch, when this happens I'd have a competent shop look at it. Usually when a belt breaks it takes alot of other engine parts with it (valves, etc..) Sometimes you can get lucky, but I'd have a shop look it over, plus they'll offer a warranty on their work.

Timing belt broke on 1999 ford ranger

You are extremely lucky as your Ranger 2.5 L is not an interference engine so you will have no internal engine damage. Both V6 engines use a timing chain and do not use a belt so you must have a 4 cylinder. The belt on your 2.5L should have been replaced at 120,000 miles or 10 years. All you need to do is have a new belt installed and inspect the tensioner and you will be good to go. You will need a Gates belt # T276. Unless you are skilled have the belt replaced by a professional.

Check and see if the EGR valve is leaking, to check this spray water on it at idle, if the water steams off the valve is leaking and is the source of your problem, also are you sure you hooked the new DPFE sensor up right? re-check it..
