I can't find the idle air control valve. I've looked in the fix-it yourself books, and the under the hood diagram doesn't look anything like my car. Its a 1999 zx2. I don't know if it will help but my car extra has an extra pulley on the sepertine belt for some reason.
My intake connects directly to my throttle body on the back of my engine near my firewall. Theres no room for it to be on top. Clean any black sooty carbon from inside the throttle body bore and plate as well as idle air control valve passageway . The soot restricts air at idle and as soon as you open the throttle by applying the gas pedal it allows enough air to run smoothly .
The vacuum diagram is under the hood on a sticker called the emission sticker. The idle speed control valve is mounted on the Air intake near the throttle control valve. You did not say engine type so that is about all I can offer.
if you can hear the fan motor running strong, then you have to get behind the dash and readjust the vent adjusting control valves behind the dash, common to old cars the vent tend to fail and when adjusting the vent direction unit fail. being 1991 it will be cables or vacuum line. no book from any automotive store really go into removing dash fixing ac ventilation unit. is a simple fix, but time consuming once you get the dash apart you will be able to identify the problems.
