The thermostat on a 2008 Saturn Vue truck FWD 4 cyclinder is registering temperatures in the negatives degress and thus preventing the ac from engaging even though it's 80 degrees outside the vehicle.

Passlock is tricky. There is no way to just turn it off. It is an antitheft system, if you could turn it off, so could a potential theif. I do know of a way to bypass it tho. Check out this link. Alot of info, and some DO IT YOURSELF solutions
The 2007 saturn VUE FWD 4 uses a cartridge type oil filter instead of the traditional canister. The location of the oil filter varies, but for your car it is laying horizontally in the front of the engine next to the exhaust manifold.
Here is the definition of the code in GM manual: P0128 - Coolant Thermostat Below Thermostat Regulating Temperature, this indicates the engine is running cold, u need a thermostat
