I have 1995 subaru airbag light is on and no horn
OK both of those components are in the wheel so the problem, most likely is in the wheel contacts.
The airbag light will stay on when the system checks at startup as there is an open circuit. The horn is not earthing either. I'm pretty sure the same problem is causing the fault in both. Unforunately at the moment, you're airbag is not functional so not only can't you beep your horn to wake up the on comming truck driver, your airbag will be still nicely folded up when they cut the car apart to get you out. Get the drift?
Firstly, diconnect the airbag fuse and remove the relay. You don't want that going off. Its hurts and expensive to replace. Remove the horn pad cover. Remove the airbag. check the wiring/contacts where the wheel goes through to the ignition wires that its still ok.
Diconnect the wires and undo the nut holding the wheel on but NOT all the way off. Pull the wheel off by belting it toward you from the back and gentle/hard persuasion. When it comes it comes fast so make sure that centre nut is still on a couple of turns or you'll wear the wheel for glasses. (I learnt this many years ago as a young kid the hard way)
With the wheel removed, check the copper ring and contacts that it hasn't worn away or carboned up. give both a clean with some metho then 800grit sandpaper. Ensure good contact when reinstalling. Plug the horn wiring back in a see if it works then continue reinstalling. (at this point you may want to take the horn fuse out to keep friendly with the neighbours) This should solve the airbag aswell?
