You have a short somewhere in the starting and ignition systems. Take your car to an automotive electrical specialist immediately. If you put in a large enough fuse the car will start but you could trigger a fire that might destroy the car.
what does this 15A power? if the slot calls for a 15A, don't go bigger, but look for a shorted wire/loose connection for whatever that fuse powers. ex: 15A fuse for my lighter keeps popping..... Nevermind, I found a dime stuck in the lighter that caused it. hope it's not a hard one to track, but let me know and I'll help ya think on the solution.
Unplug the wiper motor and replace the fuse. If it works the wiper motor is shorted out. It may also be the wiring rubbed thrue somewhere causing a short.
sounds as if you have a power shortage in the van. first establish what fuse keeps blowing this will help in narrowing down the short.once short is located check all connections ,wires,and plugs.
