97 chevy silverado 1500 Z71 has push button 4x4. Instead of light on 4x4 button staying light up when pushed it flashes and doesn't engage 4x4. Does this sound like actuator?

Is the light on the switch "On" in 2wd? If not, I found a bundle of wires on my 96 Suburban that were melted. They were too close to exhaust. Fixed those and everything worked great. There is also a way to push a couple of the buttons and the light will flash a code. Sorry, I don't have that info with me. Might have to google it.
There is also a "control module" kind of box under the dash, driver side, for the 4wd.
The 4x4 will not engage unless the ABS is in proper order the reason being. ABS cannot operate in a 4x4 engagement,and in return the 4x4 will not hi or low without the ABS concerns corrected the solution fix ABS and the 4x4 switch goes back to normal operations
check the solenoid on the front chunk these vehicles have had a lot of problems with these solenoids. have personally replaced about 10 of these on 98-02 models.
