These have an inherent problem with the motor control board. You can replace the board separate from the motor. There should be plenty of youtube videos out there to guide you.
Did you check for voltage at the applicable fuse, use a test light to check voltage. The circuit goes hot with the key on, so turn on the key then check voltage at the fuse circuit. Go from there.
Check the fuse. Should tell you on the fuse cover which one is for the wipers, or in your manual, if you have one. Or, you can use a test light to check all the fuses. Just ground the test light and turn the ignition key to the on position. Touch the test light to each side of the fuse ( the silver part that shows through the fuse). If it lights up when you touch each side, its good. If only one side, the fuse is no good.
