This is from the first or second google search for "honda civic ecu codes". I'm actually going through this myself.
EF Ecu Trouble Codes
Reading EF ecu Trouble codes
Reading them's pretty simple. When there is a long flash this indicates tens and a short flash indicates ones.

Look under the Passenger seat (under the passenger kick panel for flashing LED - engine code. Short the plug under there.

For example: Flaaaaaash Flaaaaaash Flash = code 21
Flaaaaaash Flash = code 11
Flash Flash = code 2

That is the self dianose of your car, this is telling you the problem of your car, so, if you want to see what is that means, you need to buy the manual book of your car to the auto parts store and maybe it cost you $20.00. ok

1991 honda civc DX, what does twenty short blinks on the ECU mean. car is idling fast while cold and warm. what does that mean?

1991 will have a throttle cable for this car i would have thought ,just not familar with this what is obviously a american market model and possibly even a californian spec so this is way out of this europeon mechanics league .But if it does have a idle control valve then its possible that the ECU is faulty try measuring the voltage going to the valve ,4 wires and it reverses the current to go backwards or forewards ,so two wires go one way and the other two make it go the other way ,use a multi meter and see what you get ,also check the brake servo as if a diaphragm leak the it will **** in air making it idle high

I have a 1991 honda civic hatch with 1.5 engine idles fast cold and hot and ECU flashes twenty times

Hi Jason, I suggest you take the vehicle and have a diagnostic scan carried out. Doing that will pin point the problem area and take out the guess work. I have known occasions when someone has tried to adjust the throttle butterfly, hoping to reduce the idling speed and by doing that have taken the TPS (Throttle Position Sensor) out of the correct adjustment, causing abnormal idle speed. Regards John

I have a 91 honda civic that the check engine light is flashing rapidly. How can I reset it or what is wrong?

Flashing rapidly means something is wrong and you should not drive it until you find out what it is-a steady light means the computer detects something it does not expect, but flashing is a warning that there is a major and potentially catastrophic issue. Get the code read-you need someone with an OBDI capable scanner. Most decent shops can do this easily, and they should be able to give you a price on how much they charge just for the code. Once you have that, come back on here for help.

D4 light flashing

Is the flashing steady or is there a pattern to it? If there is a pattern, count the flashes. This will give you error codes relating to the TCU/ECU (Transmission/Electronic Control Unit). If the flashes are steady then it could mean that the TCU itself is bad.
1 long = x10
x shorts = 1
So 1 long and 5 short=15
Please check the light and respond as to whether or not the flashing is steady or not. If not please include the code that is being flashed. Also, include model of the vehicle.

91 CIVIC SI HB

See what code is throwing the check engine light. To check the code pull back the carpeting floor on the passenger side under the dash and you should see the car's main ECU with a little window and an LED bulb flashing when the car is in the on position. You have to count the amount of flashes it gives off...the way to read is it will give slow flashes first, then fast ones. So for example it may flash once, pause, the fast 3 times...that would then mean it's throwing a code 13. Once you figure out the code and what that code is for then u can go from there. Good luck!
