No you can't get a key that will work (start the car) without at least one working key, if you don't have one working key then the dealer must replace the ignition switch and reprogram the system to recognize the new key code. This is very expensive the keys are about $100.00 each. A local locksmith may be able to do this cheaper if they have the proper tools, most don't and tell you to see the dealer.
I had same problem with my 97 lexus es300 after replacing my expansion valve it is your neutral safety switch it is quite expensive but just to get by for now you can take the wood trim out around shifter and your ashtray one connection(white) is for your neutral safety switch disconnect that untill you buy the new one so you dont have to keep on disconnecting the batt. to get the key out.
You need to bring the VIN (Vehicle Identification Number) to a Lexus dealer, where they will check that against a stolen car database, and ensure you receive the correct key. This key usually has an internal transponder-computer chip to match the vehicle. Not inexpensive but there's pretty much no way around this.

Your key has a programable security micro chip inside it. It is either and embedded chip or a transferable one in a **** shell type key. Some dealers may have generic blanks and cut them to code with a laser cutter. If it is a **** shell type key with touch pad buttons, they simply reinstall the touch pad when equipped. If not the new key must be programmed to the cars security system There are online sites on ebay, including one in Florida who gaurantees his work and genuine parts, but I would strongly recommend against a generic key online.
most likely your key battery needs to be replaced. due to the involvment of the key, it uses alot more battery power then older cars and the battery should be replaced every year. hope that helps.
this is best left to a professional front end shop, it requires expensive special tools, if u still want to do it let me know and I will give u the tools needed and instruction u need to proceed.
