There is a solenoid that requires that you have your foot on the brake with the ignition on for it to come out of park. With the key on, listen for a click coming from under the dash when you step on the brake. If you hear nothing, this is the area of the problem. It could be a fuse, a brake light switch, a bad solenoid, or??

Make sure it's in park press brake turn the knob to the awe position then back up press brake go forward put in park press brake the put in 2wd then back up and it should come out if not you have another issue

Possibly...shifters can feel like they are stuck in park when a vehicle is parked on a hill/slope and the parking brake was not applied. All the weight of the vehicle rests on the transmission, which makes it difficault to shift out of park.

97 expedition stuck in park

Since you've ruled out the fuse and the brake sensor switch, based on this diagram from Chilton's: http://www.chiltonlibrary.com/content/images/WD/Ford/167/WD_Ford_167939.pdf
