The starting fluid indicates it's a fuel problem. When you turn the key to on position (but not cranking engine) do you hear the fuel pump at all? I suspect it isn't working. There should be a bleeder valve (like a bicycle tire air valve) on the fuel rail to relieve pressure in the fuel lines. Check to see if any fuel is making it there while someone cranks the engine. If no fuel, check the fuel pump relay and the pump itself. I'm not familiar with bmw's, so sorry, don't know where the fuel pump relay is.
The bank 1 and 2 are your oxygen sensors. Sounds like your fuel regulator isn't working, or either you're not getting gas pumped from the fuel pump. Turn your car on (not running) have someone to listen for the fuel pump to kick on. Or you can disconnect the line going to the fuel rail and turn the switch on and you will see gas come out if the pump is working.
