I would recommend that you check the fuse panel. If the fuses are good, then check the instrument light dimmer switch, if it is bad then the lights will not work. Sometimes they just need to be unplugged and replugged as they lose connectivity. Good luck!
Do this, when the vibration starts, place your hand over the area and indeed verify the location. Next, check the area for loose anything that'll cause the vibration. Maybe that will help. Good Luck.

Can't be replaced. I wired an led light into the dash light circut
