No heat in 97 blazer when the heat is turn on it leaks onthe passenger side and it steams up the window so bad

Hi without knowing the exact routing of the heater hoses, it seems quite obvious there is a leak in the cooling system to the heat exchanger (on the inside of the cabin). Generally you could find it behind the dash. Just an advice recheck the coolant level to avoid further damage before repairs are done.

Does the whole instrument panel have to be removed to replace heater core

All the information I've ever found about the heater core in a Mercury Tracer say's yes. You must remove the whole dash and everything to get to it.
I hear that the Haynes repair manual for that car has a good step by step set of instructions for doing it. good luck.

How to change heater core in 2001 chevrolet blazer

Hi:
I have changed out a heater core on a Blazer like yours and while it isn't extremely difficult, it is quite a job, as you need to remove the dash to do so.

If you need some guidance, I would suggest that you spend about $20 and get a subscription to :
www.alldatadiy.com

It helped me on all of the cars that I had, and has step by step instructions, as well as printable diagrams and pictures.
