Question about 1999 Lincoln Town Car
Could be a blown fuse to the compressor, a hole in a bag, a bad ride height sensor, a hole in a line or fitting. These systems are nutorious for several different problems. Do you have a light on the dash that says "air suspension" in yellow?

I say give in to the air, take it off your car and let it retire.
Strutmasters.com has non air conversion kits for these vehicles and let me tell you what.. It saved me a lot of money. To fix my Lincoln it was going to cost me around $2500. I bought my kit from Strutmasters for a fraction of that cost and love my ride.
