Question about 2003 Cadillac Deville
Well I would love to spend an hour in person to know where the 9 grand went. That would surely be educational. I must say one thousand a year over nine years is normal. Without a lot a detail and many years of history on various issues your car has had,it will not get repaired here,and will require going to a shop with the right knowledge,skills and test equip, to continue on the path to recovery and happy motoring. It may very well be that the shops you went to,including the dealership, did you and your car right each and every time. I doubt it,but multiple visits and multiple problems have been the trend for over the last 20 years,due to the complexity of what we own and drive. Lets hope it's a new issue and communicate it to someone one a road test where you drive and they ride,then switch seats,for the trip back to the shop. NO road test before and after repairs,you find a different shop. Find an ASE drivability tech who does this type of diagnostics and stay with them in the future.
