Engine 2.2 hard to start in am or pm and strong smell of gas after it starts.

It sounds like a leaking fuel injector(s) dumping fuel into a stopped engine. OR it could be a leaking fuel line.. It the gas smell in the engine compartment or out the exhaust? Engine compartment means leaking fuel line.

1g fe engine diagram

The injectors have a 'O" ring around the tip to seal off the nozzle and if the injector is loose or the "O ring is old it will leak.; Replace the "o" ring and tension the injector correctly. Do them all as if one is leaking the rest will not be too far behind.

Gas leak in engine compartment.

Without looking at it, If there is raw fuel anywhere up top this is what i would do:
1. check rubber fuel lines on the intake. easy fix if leaking
2. check or replace the fuel injector o-rings they are $3.00 per set easy fix.
3. check cold start injector for fuel leak also easy fix

If no fuel leaks can be found in lines i would go straight for the injector seals but in noway would i let this stop me from buying the car if thats all thats wrong. even if an injector is cracked it is under $80.00 fix. here is a link showing the injector and o-ring position

2002 Mitsubishi Galant ''hissing noise''

I would first try to locate the source of the hissing. Try spraying some engine starting fluid around the hissing area and home in on the source. The engine revs will change as the starting fluid is drawn into the engine. Sounds though more like a vacuum as you have suggested.
