Remove fuse for brake lights, lights staying on is caused by bad brake light switch, which is under the steering column on the brake pedal, remove switch replace with new switch, re-install fuse for brake lights

The fuse for your brake lights are under the hood, fuse #7 15A Horn/Stop (#7 fuse runs Horn, Brake Lights, Brake Signal (to ABS Unit, Cruise Control, ECM/PCM, Multiplex control unit)

This fuse runs your computer system, so if you remove car won't start, but you can remove to keep brake lights off while you change brake light switch

I replaced the brake light switch and wont shut off

Pull UP on the brake pedal while someone watches the brake lights. If they go off (they should), you need to check the adjustment. It should be adjustable to make contact when the pedal is slightly depressed.

Had to pull fuse # 23 brake switch to get the back lights to shut

If it's the brake lights, you may need to adjust your stoplight switch under the brake pedal bracket. If it's the taillights, then you will need to trace and diagnose it. Which lights are staying on and which circuit does fuse #23 operate?

Brake Lights

Brake light not turning off it is either a contact or the brake light switch that need replacement. In your case , if brake lights go off playing with the pedal , that means that the switch must be replaced. The brake light switch it is usually located behind the pedal and gets activated when you push the brake pedal.

The rear lights won't shut off when the car is shut off.

the lights you have on are probably the brake lights. you need to check the brake light switch. it is probably stuck in the on position and that would cause the cruise to not function properly because the cruise automatically shuts off when you press the brake pedal.
hope this helps!

Back brake lights do not shut off. Plenty of brake fluid. Could the calipher be stuck, not releasing once brake let off of? 1996 Toyote Corolla.

Right at the brake pedal there is a brake light switch that can stuck in the closed position keeping the brake lights on. One way to test it is by removing one of the wires to it, if the light shuts, must be replaced.
