Fly by wire?? No cable means there is modual next to the pedel and one on the throtle body. Either one may be bad. Just a start. Check into Toyotas recall as well.

Cruise control fuse location in 2002 toyota 4runner

There are 5 fuses related to the Fuel Injection, Engine Control Module, and Speedometer functions that are all part of the total package. If you have some experience there are some things to check.
If, by chance, you have a manual transmission, cruise won't work if your clutch spring is getting weak and won't hold the clutch pedal up the last 1/2" or so. Other than that, yes it's likely fuse/electrical issues.

Yes. make sure there is a bit of free play, you don't want to not be able to slow down!

Noise when i take ma foot off the accelerator especially when on 80km/h and above

This noise pattern is an indicator of bearing failure on the diff pinion. It also a problem with the u-joints and cv joints. I would check the magnetic plug on the diff first looking for metal bits.

The 4 wd on my '01 4Runner won't engage. I tried "hitting" the a.d.d. actuator w/ a hammer to see if that would free it up and unplugged the 4wd ECU, neither worked. Any suggestions??

Have you check all your fuses??

Try this: Put the car in low gear, engage the 4 wheel drive, wait a few seconds (the 4wd indicator lights should be flashing) then accelerate to about 3500 rpm and let off the gas pedal all the way. You should here a 'clunk' when it engages.

Gas pedal is tough.

The accelerator cable may be frayed or caught on something. Check and make sure it is not binding on another part.

Sticking gas pedal on 1999 buick LeSABRE

actually my dad had the same problem with the gas pedal sticking on his low milage 1999 Buick LeSabre. As a result of this problem, he was involved in a wreck and the car was totaled. We have been told by his mechanic that this is a problem with that year of LaSabre.
