There is no relay. There is a throttle control sensor though.
As for the idling look at possibility's below on why.

Greetings! Your throttle body may be carboned up and need to be cleaned! This can cause all sorts of idle and hesitation problems. This is caused by the throttle plate not seating properly. The First thing i would do is clean out the throttle body with some throttle plate and intake cleaner and a small brush. Another common cause would be the Idle Air Control motor. It may be bad causing your condition. This is very common on older cars. The IAC motor gets lazy and cant keep up with the fast idle changes. Also when the IAC motor is out, I rec to check the passages for carbon build up. If they are plugged they need to be cleaned out.

Check for the following conditions:

Poor connection at PCM or IAC motor. Inspect harness connectors for backed out terminals, improper mating, broken locks, improperly formed or damaged terminals, and poor terminal to wire connection. Refer to Diagrams.
Damaged harness. Inspect the wiring harness for damage.
Restricted air intake system. Check for a possible collapsed air intake duct, restricted air filter element, or foreign objects blocking the air intake system.
Throttle body. Check for objects blocking the IAC passage or throttle bore, excessive deposits in the IAC passage and on the IAC pintle, and excessive deposits in the throttle bore and on the throttle plate. Check for a sticking throttle plate. Also inspect the IAC passage for deposits or objects which will not allow the IAC pintle to fully extend.
Vacuum leak. Check for a condition that causes a vacuum leak, such as disconnected or damaged hoses, leaks at EGR valve and EGR pipe to intake manifold, leaks at throttle body, faulty or incorrectly installed PCV valve, leaks at intake manifold brake booster hose disconnected, oil filler cap, oil level indicator loose or missing, etc..

Do a 1994 Chevy S10 Blazer have a fuel injector relay if so where is it located

I tried to find one on e-bay and they only list the "spider", no relay.
Try calling a Chevy or a GMC dealer and ask them.
God bless your efforts.

Why is my 1994 s10 blazer idling very fast and doesn't seem to want to downshift?

First off is the check engine light on? There could be a few reasons for the fast idle. Vaccuum leak, Idle air control valve are a couple right off the top of my head. With the engine idling (as best as it will anyway) try spraying some carburetor cleaner around the base of the throttle body, any vaccuum lines connected to the manifold, and where the upper and lower intakes bolt together.

Do this

This problem is commonly caused by a dirty automatic idle speed control valve and throttle valve but always run a OBD2 fault code as well as the cleaning procedure. Buy a can of throttle valve cleaner (do not use carburetor spray cleaner!) from NAPA or Carquest (made by CRC chemicals) and spray it into the air intake while the engine is running, use up about 1/2 the can, engine will try to stall hold the speed up, shut it down and let it soak for 30 minutes, restart and blow out the remaining fluid, shut it down and disconnect the negative battery cable for 5 Min's to reset the base idle control. If the above cleaning doesn't cure your issues you need to have the computer controlled automatic idle speed control system diagnosed and repaired by a dealer or electronic engine control repair shop.

Run away vehicle-99 chevy blazer wants to accelerate to 1500 rpm, braking will bring idle back down. What's problem?

In most cases problems with idle speed involve the idle air control valve or a dirty throttle body. The computer controls idle speed by how much air is allowed into the intake thru the control valve.
If the throttle is not sticking, I would check the valve and the bore of the throttle body.
You could also have a vac leak but that would usually be a constant problem.

1992 chevy blazer idols too low when engine is cold it idols around 800 rpm but when it warms up it drops down to around 400 rpm n alittle lower when i put it in gear

The problem is in the idle air control motor. It is mounted on the throttle body with two bolts, you can pull it off and make sure it is not caked with carbon also check where it mounts on the throttle body and make sure it is not caked with carbon.
