Big job but doable.
welding in new 50x100 3mm box section instead of soft sills as this wont rot out and you get funky rock sliders built in!
bit of fabricating of body to chassis mounts but no harder than welding in after market panels. good pics on lr4x4 forum.

Remove a rear fender from a 2007 rav 4

The short answer is that it is not bolted on and it isn't meant to be removed. The vehicle is uni-body construction, meaning that it is all welded together to form a unit structure and anything that changes the structure could be life threatening. Here is s picture of a Rav4 with the tail light out:
$_57.jpg
To get the outer sheet metal off you need to take out the interior trim and covers to expose the welded structure. The spot welds can be drilled out with a spot weld cutter. Not a job for most people. If it isn't welded back in place correctly, it will affect wheel alignment, rear door sealing and worst case the rear suspension could fall out on the highway. I suggest only a trusted body repair shop handle something like this.

Replace right rear quarterpanel

replacing a quarter panel is no easy task. it is spot welded all around the perimeter. To do it properly you will need to remove the rear window, the quarter glass, the trunk lid, rear panel, tail light, bumper cover, rear wheel, and inner wheel panel liner. every spot weld found will need to be cut, but only thru the outer panel. You do not want to cut all of the way thru both panels as you need to have something to attach the new panel to. After all welds are cut, there are welds under where the back window and quarter window go, and there are also welds in the sail panel that is between the quarter and rear windows where the quarter meets the roof panel. After all welds are cut and cleaned up you will want to cover all bare metal with a zinc based primer. You will want to drill holes all around the perimeter of the new panel and attach it to the vehicle with clamps or self tapping screws temporarily until you weld the new panel in place. You will want to fill in the holes you drilled in the new panel welding to the panel underneath. once all is attached you can remove the clamps or tap screws, if you used screws weld these holes as well, then grind everything smooth. finish up with a bit of body work especially at the sail panel where it meets the top, prime, sand, and now you might be ready for a trip to the paint shop.

A new friend? You can go to Autozone.com and register for free on their site. Then you can print wiring layouts and fusebox diagrams and try to reconstruct what is missing.

Insurance company. Comprehensive should cover this without a deductible.

I hope my solution helps.

After changing battery on 2001 Windstar all lights stay on when vehicle is started except headlights.

i had a similar problem on my 'o3. found a bad connection in the drivers door sill under the rug and under a metal shield that had to be drilled off.(spot welds) If i'm not mistaken, it was a green 1 wire to two wire connection that was shrink wrapped. it appeared to be the only connection in the door sill. It sent power to the rear body control module among other things. If you are in a winter climate, the door sill is a good place to start.
