You have a dimmer switch for these lights - Does this switch work? Chances are, it is this "Dimmer switch"

If all of your electrical connections are good then usually flickering lights is a sign that the voltage regulator in the alternator is going bad.

My car makes a tic/click when I turn on the lights, also the head ligths go dim and then bright as do teh interior lights? Do I just need to change a fuse?

No a fuse would have completely blown out the lights making them unusable. I had a similar issue in my altima where the lights would flicker and I had to replace the alternator. Good luck.

Dash Board ligths not working

What year is this vehicle? It might have an ambient light sensor that has failed if it's 90's+,but older it's most likely the dimmer switch. If it's early 80's you should be able to replace it w/o having to removed the dash, just small panel cover nearby.
