There is two separate systems that make the 4x4 work on your truck. The first is the electrical part thatconsists os the switch on the dash;the 4x4 module that is behind the glove box or behind the kick panel onthe passenger side and the electric shift motor on the transfer case. The second part is the front axle actuator system.Your truck is right at the change point as far what system it has for the actuator system. If you can send me the last 8 digits of your vin# i can get that info for you.I do have one question,do the lights on the 4x4 switch on your dash flash nonstop when you are trying to engage the 4x4?

99 Blazer will not engage 4x4

4x4 actuator may be bad. its has an elctrical switch. this is the part that pushes your front drive shaft forword to engage the front diff. it also may not be aligned properly. You should also check your transfer case fluid level and the front diffs fluid.
