They dont have to be worn out to be out of round.
Jack it up and suport it with jack stands.
Start it up,spin the wheels, and watch the surface of the tire to see if it goes up and down, (out of round)
There shouldnt be any run out (up and down).
Be very carful doing this, have someone operate the driving while you do the looking. make sure the car is stable on the stands before proceding.

Vibration only between 22 mph and 30 mph on my s10 (1999)

The vibration that is experienced must be confirmed if you can take a good test drive, asking a friend to drive in an empty road while you check on the front and back wheels for wobbling or noise.
If so the fault can be a worn out tyre, faulty wheel bearings or a hub.
Also the noise can be relative of the universal joints or the drive axle or propeller shaft going eccentric.
If you take an inspection under the car the loose universal joints or play on the propeller shaft can be confirmed. Also a fault in suspension/steering section cannot be ruled out.

1999 Grand Prix: when it goes over 65 mph the front right wheel sha...

Jack up the front right tire and rotate it slowly paying attention to the tread. You will probably notice a small area that is worn out more than the rest of the tire. This is a slipped inner belt and the tire needs to be replaced. If you cannot find a area like that have the balance checked by your local tire shop. Most wobbles like that are a slipped belt but sometimes it is as simple as a weight that came off the wheel. Let me know how it turns out far you and be safe until you can get this fixed.

Wobbly steering wheel , started yesterday, no big hits or potholes , or no bigger than normal. tires haves some tread but all 4 need to be replaced. is it an alignment issue or something more costly?

If it wobbles at higher speeds like 55-60 mph or so probabley just worn and out of balance tires,If it wobbles at like 25-30mph or so at a lower speed it probabley mean you have a tire seperating and it could blow out at anytime and you would definitely need new tires,at least more than likely the front two.

Steering wheel woobles at 30 - 40 mph

You need to get the front end checked, you could have a bad inner or outer tie-rod end,a bad ball joint or even a broken belt in one of your front tires.Front ends that are worn enough to cause a wobble need immediate attention and should be repaired right away due to the loss of control that will occur if they let go.

Steering wheel wobble between 5-30 mph. and again at over 50mph

possibly bad brake hose or twisted/kinked causing pull. wobble may be bad/worn axle shaft on right side.some right axles are 2 or3 piece design.carrier support bolts maybe missing but more likely joint is worn. look for boots that have split or cracked&leaked grease.

Car wobbles

yes make sure your lug nuts are all tight and the wheels are seated properly on the hubs, if they are tight bring the car to a tire shop and have them balance the two front tires, this will tell you if you have a bent wheel please rate -jeff
