How do I find the timing marks on a 1992 voyager

Sounds like you replaced the distributor without setting #1 at TDC? The distributor cap should indicate which plug is the #1 plug wire. If there are no inspection plugs you can pop out to see the timing marks on the camshaft gears you will need to disable the starting system (fuel flow) remove #1 plug and turn it over until #1 piston is at TDC on the compression stroke. Then insert the distributor cap with the rotor on it, taking note of where the #1 plug tower is on the cap. Once the dist is installed place the cap on and make sure the end of the rotor is aligned with the #1 tower inside, if it is your good to go. If not take the dist out and turn it a bit left or right then put it in again until it lines up correctly (may take a few tries). Once aligned secure everything, replace spark plug and it should fire up.

1992 plymouth laser wire problem...

Not exactly sure of your question. Are you talking about the connector at the distributer when you say "clip". In any case will need to know the engine size, if you have an automatic or manual transmission and if you have the mitsubishi ignition system. If not sure of the system, the mitsubishi system has 9 wires going to the distributor and the other has only 7.

when you say coil, do you mean the ignition coil or the pick up coil (aka pickup module)? It is located under the rotor in the distributor-if you replaced the distributor (did you really?) it should have had a new unit in it, the only other thing I could guess is you have some sort of issue with a fuse or relay for the ignition.

I have a 1992 Plymouth Voyager. 3.3L. The vehicle seems to backfire when cold or wet.

That sounds very much like a distributor problem. Get a new distributor cap. Install it, making ABSOLUTELY sure that the distributor wires go to the same spark plugs as before, and tighten it down real well.
Typically, what happens is they crack microscopically, allowing water in, but that water accumulates fast and tends to disrupt the spark firing.
