I am assuming the fluid level is full and no leaks were noticed.....Does it steer easily while driving? Is the pump noisy? How many miles are in the vehicle? Power steering pumps are self contained with an internal pump and relief valve. They also have a control valve contained in the steering gear. When you turn the wheel from left to right all the way until it stops, you should get a rise in pressure that changes the noise usually heard under normal operation. If not, it may probably be the pump itself, or steering box/rack system. System pressure when tested should be around 1100 to 1200 PSI.

Can the power steering be disabled permanently to become just a simple steering. If so, how is it done? Btw, car model is 2000

Unless your car is very light, you really don't want to disable the power steering. It will become nearly impossible to turn the wheels at low speeds, such as during parking. Try steering while being pushed, for example.

2011 Traverse. Power steering problem.

It sounds like the pump is stalling under load, most likely because the belt is old. Get it replaced, and if the power steering fluid hasn't been changed in 3 years or more, have the system flushed and filled too. Power steering oil is hygroscopic, just like brake fluid. Not to the same extent (it's not as aggressive in absorbing moisture), but over time it does take in water, which then corrodes the insides of your power steering system.

I have a 92 buick park avenue that is very difficult to turn to the right what is causing that ?

If this is only one direction, the problem lies in the rack and pinion unit itself. This will not get better and will become a huge safety issue if not addressed. If you feel like you can tackle this, let me know and I can send instructions for you. It will need to be aligned after the replacement though.

Toyota echo steering is very stiff

Look at the amount of power steering fluid in your power steering pump.
If it is low, then add until a normal level.

If you don't know how to check or add fluid correctly get help in doing so.

If this does not help, then have the Power Steering Pump Tested by a mechanic.

Steering

It is an electric assist steering. On very heavy use the motor can become overheated and goes into "safe mode" only partial assist until it cools down. Repeated attempts at parrallel parking have been know to cause this.
