Question about 1993 Volkswagen Fox
Either the switch , relay or resistors. Get the shop manual for the fox (Americam manual just as good) remove the switch and jump the terminals at its connector as the manual tells you to do. If your speeds work then you replace the switch. If your speeds don't work you have eliminated the switch as being the culprit.
Next measure the resistance of the three resistors.
You will find these puppies under the plasticcover by the windshield wipers. Do the resistance checks the manual directs you to to. If everything checks out here move on to the relay. thats in the fuse box uder the dash on driver side . Pull it out open it and look for the burnt terminals. or check it for continuity and resistance ( this is not a likely item for you issue but ya never know) These are fun cars had a 1990 drove it until the floor boards rotted out. was gonna restore it but wife got jealous. lol
