Sounds like either a bad head gasket, cracked head, or block. Also you may want to go to a shop and have them check the transmission and radiator coolant lines. You could have trans fluid getting into your coolant.

Expect to hear your head gasket needs replacing, at a minimum. White smoke means it's burning coolant. How much it will cost I can only guess, but usually a head gasket repair- a few hundred dollars-it's pretty time consuming and labor intensive, especially with all the turbo stuff that could be in the way. Good luck.

Removing the heads and replacing the gasket is not that difficult assuming you don't have a problem with the deck surface or other problems with the top end. These issues will require a machine shop and precision machining. Usually there's a reason for the leaking head gasket. Go get the mechanics manual for you car, it will list all torque values and sequences.

I need the procedure for changing the head gasket on a cummins b engine in a 1995 dodge pickup

Sorry you are having trouble.
This is a major under job. You did not specify the engine size.
A manual will be a great help to you but I will tell you the basics
Remove the exhaust from the head (difficult)
Remove the intake manifold(difficult)
Remove everything else connected to the head(difficult)
Remove head(easy)
Install new gasket (easy)
Put it all back together
I hope this helps

Perform compression check between cylenders #1 and #3. These are right next to each other.
You might get away with a head gasket replacement, if the compression between these cylenders is the same, indicating a blown head gasket between cyl.#1 and #3 not valves which will give different readins between these cylenders.

If I were you I'd be contacting a lawyer. That's a pretty bad story, sounds like every Dodge mechanic you took it to had their head where it didn't belong.
